Ulead VideoStudio. You can get old versions a lot cheaper than the
current package, and they will sell you an upgrade for a very
reasonable price. I got 9 for free, and upgraded to 10 for about 50
Euro. I use 10 to edit up the videos for the Comedy Club of each
performer and burn them to disk. Ive recently authored a complete
DVD featuring clips of all the comedy shows for promo use using it.
(including the menu system, and chaptering)
It doesnt have all the super-advanced features of Vegas or any of the
pro-grade stuff, but it does do what you want. If you want to just
cut a film and add music and titles over the top, with some nice
transitions, its very straightforward. It even does colour-key
superimposition, although I havent had chance to try that. Its also
very easy to use. I think the later package (theyre up to 11 now)
has even more features, such as Hi definition editing. Its also a
very, very stable editing system. Its never crashed on me once.
They even do a free download trial version :

The only thing I will say is that the sound section is a bit basic if
youre used to a fully-featured multitrack recording program - I
usually end up stripping the sound from the video, pulling it into
cool edit pro and working on it there, but Im talking about synching
two separate sound recordings (ie comedians mic sound only with
ambient room sound), doing some compression (dropping the audience
sound level so you dont lose what the performers saying). On Ulead
you can overlay a commentary and music, and adjust the volume
dynamically in a similar way to cool edit pro, and thats about it.
